DATA-DRIVEN DECISION-SUPPORT TO INCREASE ENERGY EFFICIENCY THROUGH RENOVATION IN EUROPEAN BUILDING STOCK

 

 

Background

While EU policy assigns a primary role to energy efficiency (EE), the lack of a holistic understanding of the impact of energy efficient investments has hindered its integration in the policy-making process. Coordination between the supply and demand side of energy policy is not targeted. There is therefore a need to gather evidence on the benefits of energy efficiency in ecological and socio-economic terms, as well as on its interactions with the broader policy context and energy market in the European Union.

 

Objectives

The EERAdata project aims to address the challenge of gathering evidence on the benefits of energy efficiency, by supporting policy decisions and related stakeholders with an organic set of instruments to prioritise investments in energy efficiency in the context of the European building stock and its potential for renovation. The overall aim of EERAdata is to accelerate the implementation of the EE-first principle across Europe by supporting policy-makers to effectively assess the impacts of EE investments, with an initial focus on investments in buildings.

The specific objectives of the project are:

  • To operationalise the Energy Efficiency First principle by assessing and quantifying relevant technical, economic, socio-economic and environmental variables, indicators and impacts across relevant sectors and markets.
  • To develop an appropriate methodology and reliable data analysis framework to plan and assess EE investments in buildings and compare their impact against supply-side investments in additional energy generation and imports.
  • To build a decision-support tool (DST) enabling regional/municipal policy-makers to plan and prioritise EE investments in buildings based on a holistic assessment of their multiple benefits.
  • To enable public authorities and energy agencies at regional and municipal levels to access, collect and integrate building stock data from various sources and formats into a coherent digital model of the building stock to support an effective assessment of EE investments.
  • To facilitate the implementation of the EE-first principle through investment in building by linking stakeholders across policy areas and promoting the EERAdata DST.
  • Disseminate the project’s results, develop an exploitation plan and create a community with the purpose to progress from early adopters to a post-project sustainable large-scale user base

Our Role

Trilateral will:

  •  Lead WP4 “Data Collection and Integration”
  • Lead WP8 “Communication, dissemination, exploitation”
  • Draw on our expertise in social research, data analytics and social impact assessments to deliver in-depth analysis of energy user profiles, parameter study and a model of users’ demands 
  • Create a model of a digital market for social innovation in the energy sector
  • Conduct a Legal, Social and Ethical Impact Assessment in WP5 to ensure that the project tools adhere to a privacy-by-design approach and consider and mitigate any negative social and ethical impacts
  • Lead Task 7.5 on Research Ethics and draw on extensive experience in leading this component in EU funded projects

 

Outputs

The main outputs of the project will include:

  • An overview of competitors, existing services, and key partnerships that can be developed to facilitate exploitation and sustainability
  • Guidelines and roadmaps for the advancement of the clean energy transition
  • 9 action plans to improve the addressed policy instruments, benefiting managing authorities and beneficiaries,
  • 2 interregional workshops and 3 site visits, to promote capacity building among partners and stakeholders
  • Joint thematic studies and analyses reports on territorial needs and decarbonisation pathways
  • A fully developed and tested decision-support tool to help local administrations in the collection and processing of their building and demographic data towards an assessment and prioritization of EE measures in planning, renovating and constructing buildings.

 

Impact

EERAdata aims to achieve a highly energy efficient and decarbonised building stock and to ensure that the long-term renovation strategies deliver the necessary progress towards the transformation of existing buildings into nearly zero-energy buildings, in particular by an increase in deep renovations.

EERAdata will:

  • maximise impact on current policies and practices within the field of energy efficiency strategy development within in municipalities and regions throughout Europe
  • transform the regional and municipal policies and actions, through an evidence-based approach, towards the prioritisation of building renovation for achieving energy efficiency goals
  • change the way municipalities plan, design and budget their energy and building related strategies
  • strongly contribute to the impacts of the EE-first principle (e.g. technical, economic, socio-economic, and ecological impacts) on the relevant sectors and markets through providing an assessment methodology so that EE through building renovation can be correctly assessed and modelled.
