ICT

Ethics, privacy & data protection

Trilateral has extensive experience examining ethical, privacy and data protection risks and solutions in relation to new technologies. Our team members have authored seminal publications on Privacy Impact Assessment and Ethical Impact Assessment, and we have been working with the General Data Protection Regulation (GDPR) since 2011. We have identified risks and mitigation measures for e-government projects, e-learning solutions, smart manufacturing and security technologies (drones, body scanners, etc.). Our team members are certified and we collaborate across our multi-disciplinary team of legal practitioners, ethical experts and technology developers to ensure comprehensive good practice solutions in case-specific scenarios.

Privacy by design

Operationalising privacy by design is a significant challenge across multiple industries, disciplines and domains. Our team has been working on privacy risks, challenges and solutions since our foundation in 2004. Our team members have been leaders in transforming good practice guidelines into case-specific solutions for our clients, taking into account their specific business practices and the levels of risk they can and cannot tolerate. We work with clients to identify procedural and technical solutions for privacy protection, including issues around information security, anonymisation, data minimisation and data quality.

Internet of Things

Trilateral understands the ways in which sensors and other IoT devices are providing added value in smart manufacturing, smart cities, smart infrastructure (e.g., smart airports) and smart homes. We understand how these can be used to provided new insights and added value for clients. We also understand how members of the public view these systems and how they should be designed to maximise public acceptance of IoT systems. Using this knowledge, we have analysed wearable devices, smart grids for energy and smart homes for Active and Assisted Living.

Algorithm development

Our expertise in algorithm development lies within machine learning and digital signal processing targeting both structured and unstructured data from heterogeneous sources. We are specialised in analysing various data types, such as images, audio streams, texts, videos, geo-spatial, and sensor data. Our algorithm portfolio that we use includes reinforcement, supervised and unsupervised machine learning, for clustering, classification, and predictive modelling tasks. For dynamic analysis tasks, our digital signal processing portfolio includes time, frequency, and spatio-temporal algorithms, for anomaly, error, and correlation detection. By integrating algorithms and data, our expertise includes the delivery of automated decision making or decision support systems.

Software development

Our expertise in software development lies in rapid prototyping, testing and iteration, employing programming languages like R, Scala, and Python which enable fast development of proof-of-concepts and demo applications. In the deployment stage, our software team is specialised in programming languages like C/C++ which allows for faster processing of data. As part of our software development process we are specialised in agile development methodologies such as Scrum and Kanban using tools like Jira and Trello. This ensures that high quality assurance is integrated into our software development process such as unit, regression, integration, and acceptance testing.

Data analytics dashboard design

Our expertise in data analytics dashboard design lies in dynamic data visualisation, easy-to-use UX/UI designs, and interactive dashboard features. We are specialised in developing web-based (HTML/Django) dashboards using JavaScript (D3.js, Dc.js, Node.js) that allows for rendering of interactive charts and graphs. For a high-quality native experience on mobile devices, our software team are specialised in C# and Xamarin which enables our dashboard to be deployed on iOS, Android and Windows devices. Our dashboard is designed to integrate into any No-SQL database, such as MongoDB, Cassandra, and HBase, where we design for optimal flexibility and scalability.

Data pre-processing and requirement matching

We specialise in the both the processing/formatting of data, and the delivery of technical solutions that incorporate components and functionalities, to ensure compliance with legal and end-user requirements thereby overcoming barriers to deployment. Through requirements gathering, and legal and risk analyses, we identify and incorporate appropriate technical measures that meet both end-user and regulatory requirements for technical solutions based on their intended deployment domains. Assessments include data flow mapping, data and privacy threat assessments. Technical measures include data encryption, anonymisation, pseudo-anonymisation, access controls and integrating authentication factors.

Cyber security

We are experienced in conducting cybersecurity risk and gap analyses to provide clients with guidance on existing industry good practices as well as recommendations for future actions. We have applied this expertise within diverse domains, from public transport networks and hospitals to airports and financial cybercrime. Within the securing of personal data, we area experts in mapping data flows within organisations as part of data protection impact assessments. This covers the identifying of personal data requiring protection based on the risk to data subjects, and the matching of appropriate technical and operational security measures to mitigate this risk.

Crisis & Security

Crisis Management

Our expertise in crisis management relates to both disaster and emergency management. We have conducted extensive research around preparedness, risk communication, digital humanitarianism and disaster mapping. This includes an understanding of the role of emerging technologies on enhancing preparedness and response capabilities. Staff working in this area actively participate in the ethical, legal and social issues track at the Annual ISCRAM conference (Information Systems for Crisis Response and Management). They are also involved in contributing to the refinement of European standards around enhancing disaster resilience.

Decision Support System - Social Media

Our expertise in social media analysis relates to data analysis of posts such as texts, comments, and hashtags. Techniques that we can apply in this context includes Natural Language Processing algorithms to analyse unclassified text which will cluster topics and words together based on their frequency. With statistical signal processing algorithms such as spectral analysis and time-frequency analysis we analyse social media performance using data such as number of followers, likes, posts shared, and number of comments. We are specialised in combining these analysis results and provide clients with a decision support system to optimally engage and communicate on social media.

Migration

Borders have witnessed infringements of rights. To address this, we offer our expertise in human rights, international law, migration law and sociology to evaluate existing frameworks and contribute to the progress of legislation and policies. Our expertise includes combatting smuggling, analysis of case law and assessing how to alter public attitudes towards migration. In addition, we offer the development of guidelines for better integration and tolerance. Finally, relying on our multi-national profile and broad network we offer comparative legal and policy research. In our work the technology department can support us in coupling ICT opportunities with better migration management.

Crime & Policing

We use state-of-the art methodologies (qualitative, quantitative, comparative, positive, normative, doctrinal research and the use of big data and predictive analytics) to prevent, investigate, mitigate and understand crimes. Our multidisciplinary expertise (criminology, victimology, politics, sociology and human rights) allows us to work with the EU, governments, academics and NGOs towards creating safe communities. Among others, we have conducted research in: human trafficking, community policing, perception of security and surveillance and security. The team offers distinct services in crime and policing research by entwining other disciplines such as feminist theory, criminal philosophy, international law, transnational criminal, human rights and technology.

Terrorism

Our expertise in terrorism studies lies in two areas. First our team have conducted research with end users and representatives from the community to understand the role of preparedness in responding to an act of terrorism, thereby building on our work in risk perception and risk communication. Second, our team has expertise in the role of propaganda within contributing to the goals of terrorism. This includes an understanding of the role of the news media and citizens in reporting terrorism, as well as the impact of social media on propaganda and radicalisation.

Drones

We apply our knowledge and expertise in ethical, legal and social considerations in the safe, legal and responsible use of drones in public spaces. Our work has contributed to guidance for operators, pilots and manufacturers around business and recreational use of drones. Such expertise is crucial in the potential application of drones for crisis and security purposes, among other more commercial uses.

Human rights

We are proficient in the field of human rights, including: equality, rule of law, privacy and the rights of vulnerable persons. Our work has enabled us to engage in research challenges and showcase our ability to critically evaluate legal instruments, policies and case law. We are familiar with the works of human rights bodies such as the ECtHR and relevant UN organisations (UNHCR, WFP, UNICEF). Our work across the crisis and security sector is grounded in human rights ethos, in particular the notion that there should be minimum standards to ensure human dignity in all aspects of life.

Smart Cities

e-Government

Many local, regional and national governments are creating e-government services; creating electronic interfaces to enable citizens to better interact with government or creating services using open government data. Trilateral has been supporting data-driven innovation in public services for healthcare, employment, energy and environmental services among others. We provide technology services and offer consultancy services around privacy, data protection and social acceptability and usability for e-government services in a smart cities configuration.

Our team has the necessary expertise in innovation management, digital services and technology to build sustainable business models for the smart city space. We successfully negotiate challenges around limited public service budgets, a culture of cautious investment and digital skills which can influence the implementation of event the best solutions.

Houses in multiple occupation - Predictive Analytics

Our expertise in the smart city domain relates to the development of tools for local government to address operational and strategic challenges. An example taken from fraud detection is houses in multiple occupation (HMO) which is a major problem for local government in terms of vulnerable tenants, well-being, and lost revenue. In this context, we develop a decision support system that is able to identify potential unlicensed HMOs and rogue landlords through predictive analytics using data such as HMO register data, council tax register data, utility usage, and waste generation. Stakeholders of the system are enforcement officers and urban planners.

Environmental Sustainability

Supporting Environmental Sustainability Strategies

Our research engages with design in a way that understands that sustainable solutions are more than just technology, they are about policy, organisational, and socio-cultural changes. We identify and unpack the democratic and political values that underpin different goals in relation to caring for cities or repairing landscapes. This includes considering the ethical tensions between community needs and human rights and between data gathering techniques and cultural understandings. We also extend our impact analyses beyond socio-economic foci to broader analytical frames that simultaneously consider how human vulnerability is tied to geographic concerns, including pollution and climate.

Business Modelling

While environmental solutions are in high demand, bridging the gap between the need for a product and the implementation of that product can be challenging. Our team has the necessary expertise in innovation management, environmental sustainability and green technology to build sustainable business models to enable technology firms and clients to get the most out of new technologies and services. We successfully negotiate challenges around limited public service budgets, a culture of cautious investment and individual citizens’ reluctance to invest in green technology which can influence the implementation of event the best solutions.

Data analysis

Extracting valuable and actionable insights from data relies on selecting the correct machine learning techniques. We offer the customisation of machine learning algorithms, which is crucial in; exploiting the inherent high value in cross-sector data exploitation, the rapid addition of new data, and responding to changing user requirements. We offer tools for machine learning that includes; statistical analysis, regression, clustering, classification, text analysis, behavioural analysis, pattern recognition, anomaly detection, and predictive modelling. Given the requirements of our clients, our machine learning tools are designed with high focus on achieving real-time performance. 

Open government data

Trilateral has been working with open government data and open research data since 2010. We understand the challenges around data quality, data provenance, citizen science, interoperability and discovery which can impact the use of open data for environmental research or solution development. We have experience in open data discovery, collection, curation and linking to enable clients to get the most out of open data in the environmental space.

Air Quality - Predictive Analytics

Our expertise in air quality is related to creating data-driven evidence that can be used by urban planners. The evidence base includes various impact assessment variables such as evaluating the impact of air quality and noise pollution on health and education. In this context, we develop a dashboard that can visualise/simulate traffic patterns and pollution data combined with predictive analytics of whether a heavy presence of petrol and diesel vehicles correlates with lower air quality and lower health and education outcomes. By working with urban planners, this tool can drive new proactive initiatives.
